National Cyber Crime Investigation Agency (NCCIA) has summoned columnist Taufeeq Butt and the editor of a local daily newspaper in connection with a complaint alleging defamation of bureaucrats through a published opinion column. According to official notices, both individuals have been directed to appear before NCCIA on June 19 as part of an inquiry initiated following a complaint filed by Babar Aman Babar. The development has drawn attention from legal experts and media circles, particularly due to the broader debate surrounding freedom of expression, criticism of public institutions, and the interpretation of defamation provisions under Pakistan’s cyber laws. The case centers on language used in one of Butt’s published columns, where a term referring to bureaucrats was alleged to be offensive and damaging to the reputation of members of Pakistan Administrative Service and associated public officials.
According to details contained in the complaint, the complainant argues that Taufeeq Butt used the expression “bureau corrupts” while referring to bureaucrats in his column. The complaint maintains that the phrase is derogatory, demeaning, and defamatory in nature and has caused reputational harm to Pakistan Administrative Service and its officers. As a result, NCCIA initiated proceedings and issued summons notices to both the columnist and the newspaper editor responsible for publishing the article. Legal expert Usama Khawar Advocate has questioned the legal basis of the notice issued to Taufeeq Butt, arguing that the action is inconsistent with a previous judgment of Islamabad High Court. According to Khawar, the court had held that institutions themselves cannot be defamed and had also struck down provisions under Section 20 of Prevention of Electronic Crimes Act that expanded the concept of defamation to include criticism of public functionaries and state institutions. He stated that the court’s ruling established limits on the application of cyber defamation laws in cases involving commentary about public bodies and government officials. Khawar further argued that freedom of speech should not be restricted through broad interpretations of defamation provisions and maintained that criticism of public institutions falls within the scope of protected expression.
