NCCIA Dismantles Alleged Fake Travel Agency Network Linked To Visa And Ticket Fraud

NCCIA Islamabad has sacked four suspects allegedly linked to a financial fraud network that offered fake visa and air ticket services through WhatsApp groups. According to an NCCIA official, the individuals were operating under the cover of a travel agency and used online platforms to promote visa processing and airline ticket services to potential customers. Authorities said the case came to light after complaints indicated that citizens seeking overseas travel services had transferred payments but did not receive the legitimate services they had expected. The agency has registered two First Information Reports under relevant provisions of Prevention of Electronic Crimes Act (PECA) 2016 and Pakistan Penal Code (PPC), while the investigation continues.

According to officials, the alleged operation relied on WhatsApp groups to reach individuals interested in obtaining visas and booking air travel. The suspects reportedly advertised travel related services and encouraged people to make advance payments for visa processing and airline tickets. After receiving the funds, the individuals allegedly issued forged travel documents instead of genuine travel arrangements. Investigators believe the use of digital communication platforms enabled the network to contact multiple people while presenting itself as a legitimate travel service provider. NCCIA stated that the matter is being examined under applicable cybercrime and criminal laws to establish the complete sequence of events and determine the scale of the suspected operation.

Authorities further stated that the investigation aims to identify whether additional individuals were associated with the network or benefited from its activities. Officials are reviewing available evidence, including digital records and financial transactions, to better understand how the operation functioned and whether more people may have been affected. The registration of two FIRs provides the legal framework for investigators to continue examining the available material under PECA 2016 and PPC. NCCIA has not released further operational details at this stage, noting that inquiries remain in progress and additional findings may emerge as the investigation develops.

The case highlights the continued misuse of online communication platforms by individuals allegedly attempting to present fraudulent services as legitimate business offerings. As digital channels become an increasingly common way to advertise travel related services, authorities continue to monitor reports involving suspected online financial fraud and document related schemes. NCCIA said its ongoing investigation will focus on determining the full extent of the alleged network and identifying any additional persons who may have played a role in the operation. The agency has reiterated its commitment to pursuing cyber enabled financial crime through legal procedures while gathering evidence to support the ongoing inquiry.
