National CERT Partners With Server4Sale And Maahir Under Cyber Innovation Initiative

National Cyber Emergency Response Team (National CERT) Pakistan has formalized a strategic collaboration with Server4Sale LLC, with Maahir supporting the digital learning component, under its Cyber Innovation Ecosystem (CIE) Initiative. The partnership has been established through a Memorandum of Understanding (MoU) aimed at strengthening cybersecurity awareness, expanding digital learning opportunities and supporting capacity building across Pakistan. The collaboration brings together National CERT’s institutional cybersecurity expertise and private-sector innovation to develop accessible, practical and engaging educational resources for different audiences. Through this arrangement, the participating organizations intend to contribute to the development of cybersecurity knowledge and encourage wider adoption of secure digital practices. The agreement also reflects National CERT’s efforts to build partnerships with technology companies and other stakeholders to support the country’s cybersecurity ecosystem. By combining institutional experience with private-sector capabilities, the initiative seeks to create learning opportunities that can address the needs of individuals and organizations with different levels of technical knowledge.

The MoU was signed by Asif Raza Kazmi, Director of the Technology Development Center (TDC) at National CERT, and Mohammad Munaf Majeed, CEO of Server4Sale, in the presence of officials from both organizations. The partnership will focus on developing cybersecurity educational resources that are accessible to diverse audiences. One of its planned areas of cooperation is multilingual cybersecurity awareness content, particularly resources in Urdu and English. The organizations will explore the development of scenario-based courses, interactive quizzes and assessments designed to make cybersecurity learning more practical and engaging. These resources are intended to help users understand common digital risks, recognise potential threats and develop better security practices. The involvement of Maahir in supporting the digital learning component is expected to contribute to the delivery of educational material through suitable learning formats. By making cybersecurity information available in multiple languages and interactive formats, the collaboration aims to reach audiences beyond specialist technical communities and support broader awareness across Pakistan.

Another important area covered by the agreement is the development of resources related to the Pakistan Information Security Framework (PISF). The partners will explore preparing guidelines, checklists and implementation toolkits to help organizations translate cybersecurity requirements into practical security measures. Such resources can support organizations in understanding relevant information security practices and applying them within their operational environments. While cybersecurity frameworks provide guidance on managing information security risks, organizations may also require practical instructions and implementation support to put those requirements into effect. The proposed materials are intended to help address this need by presenting relevant guidance in accessible formats. The collaboration will therefore cover both general cybersecurity awareness and resources that can assist organizations in strengthening their information security practices. However, the announcement does not specify a final list of courses, publication dates or an implementation schedule. National CERT and its partners have stated that specific activities will be jointly developed and announced once finalized, with further details expected as the collaboration progresses.

The Cyber Innovation Ecosystem Initiative brings together government institutions, industry, academia and technology innovators to advance cybersecurity innovation, knowledge exchange and capacity development. Through this framework, National CERT aims to encourage cooperation among stakeholders and strengthen the capabilities needed to support a more secure digital environment in Pakistan. The partnership with Server4Sale and Maahir adds a collaborative effort focused on cybersecurity education, digital learning and practical implementation guidance. Public-private partnerships can help combine institutional knowledge with technology expertise and different delivery capabilities, particularly in areas where wider access to cybersecurity training and awareness is needed. The planned Urdu and English resources could also help make cybersecurity concepts more accessible to audiences who may not have specialist technical backgrounds. Meanwhile, PISF-related guidelines and toolkits are intended to provide organizations with practical support in applying information security requirements. Through the CIE Initiative, National CERT continues to promote collaboration as part of its broader efforts to encourage a cyber-aware, digitally empowered and resilient Pakistan. The participating organizations will jointly determine the specific activities and share further details as their plans are finalized.
