The Ministry of Information Technology has issued a practical cybersecurity guide for employees, officers, officials, and technical staff working across federal and provincial governments as well as public sector organizations. The National Cyber Emergency Response Team of Pakistan (PKCERT), operating under the Government of Pakistan, prepared and published the National Cybersecurity Handbook to promote secure cyber practices within government institutions.
The handbook provides practical instructions to help government personnel adopt safer digital habits during their daily operations. It aims to support employees in preventing cyber incidents, protecting sensitive government information, and improving the overall security of government systems. The guidelines focus on building awareness among users and encouraging responsible handling of digital resources across public sector organizations. According to the Ministry, the handbook has been developed in line with Pakistan’s national laws, regulations, government directives, and internationally recognized cybersecurity standards and best practices. It converts the requirements of the Pakistan Information Security Framework (PISF) 2026, National Cyber Security Policy 2021, CERT Rules 2023, and other relevant regulations into practical instructions that government employees can apply in their routine work.
The document covers eight key cybersecurity areas and provides recommended practices along with user responsibilities for protecting government information and technology infrastructure. These areas are designed to help personnel understand their role in maintaining secure systems, managing information responsibly, and reducing risks associated with digital operations. The Ministry highlighted that cybersecurity is a shared responsibility and requires active participation from all individuals using government systems. As public services continue to become more digital and interconnected, the actions of individual users can directly influence the confidentiality, integrity, and availability of government information.
The handbook is intended to reduce cybersecurity risks by improving awareness and promoting secure practices among government personnel. However, the government clarified that following the guidelines does not guarantee complete protection against advanced cyber threats. The handbook serves as a practical resource to strengthen everyday security practices while supporting broader cybersecurity measures implemented across government organizations. Through the National Cybersecurity Handbook, PKCERT aims to provide government employees with clear guidance on managing cyber risks and understanding their responsibilities in protecting digital assets. The initiative reflects the increasing importance of cybersecurity awareness as government institutions continue expanding their digital services and relying on interconnected technology systems.
