FIA Establishes Dedicated Unit To Investigate Dark Web Criminal Networks

Federal Investigation Agency (FIA) has established a dedicated dark web investigation unit to strengthen its ability to identify and prosecute criminals operating through encrypted online platforms. The specialized unit has been set up at the National Command and Control Centre (NC3) at FIA headquarters in Islamabad and is equipped with modern technologies designed to support investigations into illegal activities conducted on the dark web. According to FIA officials, the initiative is intended to improve the country’s capacity to counter cyber related threats originating from anonymous online platforms while enhancing law enforcement efforts against criminal networks that rely on encryption and digital anonymity. The unit is expected to support investigations involving a range of cyber enabled crimes that affect Pakistan’s security and public interests.

FIA Director General Dr. Usman Anwar said the newly established unit will use advanced technological capabilities to overcome the techniques employed by criminals to conceal their identities and activities online. These capabilities will enable investigators to identify suspects, trace suspicious financial transactions conducted through cryptocurrencies, and carry out enforcement actions against individuals involved in illegal operations. He explained that one of the primary responsibilities of the unit will be investigating criminal networks involved in producing illegal documents used to facilitate human trafficking and illegal migrant smuggling, along with other offences that fall within FIA’s jurisdiction. By integrating advanced digital investigation methods into its operations, FIA aims to improve its ability to detect criminal activity that would otherwise remain hidden on encrypted platforms.

The dark web consists of websites that are not indexed by traditional search engines and are generally accessible only through specialized browsers designed to protect user anonymity. Because of its encrypted nature and decentralized structure, the dark web has become a platform where various forms of illegal activity can take place while making investigations more challenging for law enforcement agencies. Criminal groups often take advantage of these characteristics to conceal communications, conduct financial transactions, and coordinate unlawful operations without exposing their identities. FIA noted that investigating activities on the dark web requires specialized technical expertise because conventional investigative methods are often insufficient when dealing with anonymous online environments. Officials emphasized that effective enforcement depends on combining advanced technology with international cooperation to identify offenders operating across multiple jurisdictions.

According to Dr. Usman Anwar, the dark web investigation unit will also use blockchain forensic capabilities to connect pseudonymous blockchain wallet addresses with real world identities, allowing investigators to follow cryptocurrency transactions linked to criminal activities. The unit will further utilize Open Source Intelligence, commonly known as OSINT, to collect publicly available information that can strengthen investigative findings and provide documentary evidence during legal proceedings. By combining blockchain analysis, digital intelligence, and modern investigative technologies, FIA expects to improve the effectiveness of cybercrime investigations involving encrypted online platforms. Officials stated that these capabilities will support efforts to detect illegal financial activity, identify organized criminal networks, and strengthen enforcement actions against individuals involved in unlawful operations conducted through the dark web while improving Pakistan’s overall cybercrime investigation capabilities.
