National Cyber Emergency Response Team (National CERT) of Pakistan has formalized a strategic collaboration with global cybersecurity solutions provider Group-IB through a Memorandum of Understanding (MoU) signed at the Black Hat MEA 2025 conference in Riyadh, Saudi Arabia. The MoU, signed by Dr Haider Abbas, TI, Director General National CERT, and Mr Ashraf Koheil, Vice President META & ANZ at Group-IB, represents a key milestone in Pakistan’s ongoing efforts to enhance national cyber preparedness and strengthen resilience against evolving digital threats. This partnership unites the expertise of a leading national cybersecurity authority with Group-IB’s international experience in threat intelligence and cybersecurity solutions.
The collaboration will focus on advancing Pakistan’s national cyber incident response capabilities, deploying advanced mechanisms to prevent digital fraud, and improving visibility into complex cyber threats targeting critical national infrastructure. By pooling resources and expertise, National CERT and Group-IB aim to address both current and emerging cybersecurity challenges, ensuring a more robust digital environment for public institutions, businesses, and citizens. Experts from both organizations will coordinate closely to enhance monitoring, detection, and mitigation of sophisticated cyber risks, contributing to national cybersecurity strategies and operational readiness.
Beyond operational collaboration, the MoU lays the foundation for joint research and development initiatives, specialized cybercrime investigations, and threat attribution programs. These efforts are intended to build technical capacity, facilitate knowledge sharing, and foster collaboration between public and private stakeholders. Training and capacity-building programs under this framework will empower cybersecurity professionals across Pakistan, equipping them with the tools and expertise required to address complex threats while ensuring compliance with global standards and best practices.
National CERT emphasizes that this strategic partnership aligns with its mission to secure Pakistan’s digital ecosystem. By combining national oversight with Group-IB’s technological capabilities, the collaboration is set to reinforce Pakistan’s cyber resilience, accelerate the adoption of advanced threat intelligence tools, and create a platform for timely, data-driven responses to cyber incidents. The MoU also highlights the importance of proactive engagement between national authorities and international cybersecurity organizations in strengthening governance, protecting critical infrastructure, and enabling secure digital transformation across Pakistan.
