ISLAMABAD: The Securities and Exchange Commission of Pakistan (SECP) and the National Telecommunication Corporation (NTC) have signed a Memorandum of Understanding (MoU) to enhance collaboration and strengthen cybersecurity frameworks between both organizations. The agreement, signed at NTC Headquarters, marks a step toward institutional cooperation for better protection of national digital infrastructure. The signing ceremony was attended by Managing Director NTC Maj Gen (R) Ali Farhan, SECP Commissioner Mujtaba Ahmed Lodhi, and senior officials from both sides.
Under the MoU, SECP and NTC will cooperate to exchange technical knowledge, share insights on emerging cyber threats, and collaborate on strengthening digital resilience across their respective domains. The framework outlines areas of mutual interest, including the development of strategies to counter cybersecurity threats, joint deliberations on global and local trends, and knowledge sharing to improve risk management practices. Both institutions have agreed to promote digitalization initiatives aimed at enhancing efficiency, security, and service delivery for businesses and citizens alike. The collaboration also emphasizes aligning cybersecurity operations with national priorities and international best practices to ensure consistency and compliance across the regulatory landscape.
The partnership will extend to capacity building and joint research in the field of cybersecurity technologies, focusing on detection, response, and recovery mechanisms. Efforts will be directed toward strengthening governance and audit frameworks, including adherence to standards such as ISO 27001. The MoU also highlights mutual cooperation for the development of sectoral Computer Emergency Response Teams (CERTs), designed to enhance the ability to manage and mitigate incidents effectively. Capacity development for cyber incident handling, emergency response, and coordination with national CERTs form a key part of the agreement, ensuring that both SECP and NTC contribute to a robust and unified cybersecurity posture across sectors.
During the ceremony, Managing Director NTC Maj Gen (R) Ali Farhan reaffirmed the importance of inter-agency collaboration in the evolving digital landscape. He noted that NTC’s successful partnerships across multiple industries have underscored the significance of collective action in safeguarding national digital assets. He stated that by leveraging each organization’s strengths, Pakistan can improve service delivery while ensuring that critical infrastructure and data remain secure against unauthorized access and exploitation. SECP Commissioner Mujtaba Ahmed Lodhi commended NTC’s consistent efforts in building a safer digital ecosystem, appreciating its role in driving collaboration and innovation in cybersecurity. He also emphasized the importance of awareness and capacity building among institutions to fortify national digital resilience.
Both SECP and NTC reaffirmed their commitment to maintaining regular engagement and coordination on cybersecurity-related matters.
