National CERT Pakistan Participates in OSINT Training to Combat Cyber-Enabled Exploitation

National Cyber Emergency Response Team (National CERT) of Pakistan actively participated in a three-day basic-level Open-Source Intelligence training organized by the International Centre for Migration Policy Development. The workshop brought together key national institutions including FIA, National Cyber Crime Investigation Agency (NCCIA), and Pakistan Telecommunication Authority to enhance joint efforts in combating cyber-enabled trafficking and fraudulent recruitment schemes. The program was attended by National CERT representatives Ms. Zaheema Iqbal, Ms. Asia Bibi, Ms. Maryam Jalees, Mr. Osama Manzoor, and Mr. Muhammad Usman.

Led by international cybersecurity experts Mr. Lukas Viliam and Mr. Michael, the training provided participants with an in-depth understanding of cyber-facilitated exploitation and methods for handling digital evidence. Sessions focused on the evolving role of blockchain and virtual currencies in recruitment fraud, highlighting how emerging technologies are increasingly being leveraged for illicit purposes. Participants received hands-on exposure to OSINT tools, investigative techniques, and AI-driven analytical approaches designed to strengthen modern law enforcement and cyber response operations. This practical component allowed attendees to directly apply learned techniques to realistic investigative scenarios, improving overall operational readiness.

The training also examined the influence of social media manipulation, hybrid threats, and disinformation campaigns connected to fraudulent job networks. Experts emphasized the growing challenges that arise from digitally enabled scams targeting citizens, particularly aspiring migrants seeking employment abroad. An inter-agency consolidation session on the final day allowed participants to collaborate closely, share insights, and discuss methods for improving coordinated responses to cyber-enabled exploitation. This collaboration reinforced the value of cross-institutional partnerships in effectively addressing complex cyber threats and protecting vulnerable populations.

National CERT continues to advance Pakistan’s cybersecurity posture by enhancing the technical and investigative capabilities of key national institutions. The training aligns with initiatives under the Preventing Fraudulent Job Advertisements and Cyber Activity as a Facilitator of Irregular Migration and Trafficking in Human Beings framework, aimed at safeguarding citizens from online deception and exploitation. By equipping personnel with advanced OSINT skills and fostering inter-agency coordination, National CERT strengthens the country’s capacity to detect, prevent, and respond to cyber-enabled recruitment fraud, ensuring safer digital environments for civil society and aspiring migrants alike.
